Mr. Vice President,

The Vienna Declaration and Programme of Action (VDPA) remains a cornerstone of the international human rights framework. Its affirmation that all human rights are universal, indivisible, interdependent and interrelated, continues to guide global efforts and its call to treat all rights "in a fair and equal manner and on the same footing", remains deeply relevant.

India values the VDPA's enduring contribution to the human rights agenda. Its inclusion of wide-ranging rights, particularly those of women, children, minorities, persons with disabilities and other vulnerable groups, has significantly advanced their progressive realization.

Today's global landscape presents new and complex challenges. Terrorism, in all its forms and manifestations, continues to threaten human rights, fundamental freedoms and the security of States, underscoring the VDPA's call for effective international cooperation. At the same time, persistent inequalities, ongoing conflicts, energy security, crisis, economic pressures and rapid technological change demand renewed attention to the full spectrum of human rights

Implementation gaps are best addressed through constructive dialogue, balanced approaches and respect for the principles of the UN Charter. The council can play a more effective role when its efforts are undertaken in close cooperation with and with the consent of the concerned states.

Mr. Vice President, India remains committed to ensuring the enjoyment of human rights for all through robust constitutional guarantees and inclusive development.
