Geneva, 5 November 2025

Mr. Vice President,

India warmly welcomes the delegation of Panama and thanks them for the presentation of their national report.

  1. We appreciate the steps taken by Panama towards the promotion and protection of human rights, and commend the establishment of the Ministry of Women and the creation of the System of Guarantees and Integral Protection of the Rights of Children and Adolescents.
  1. In the spirit of constructive engagement, we recommend the following to Panama:

One, redouble efforts to ensure universal social security coverage, expanding the contributory and non-contributory schemes to include all workers in the informal sector.

Two, continue efforts to strengthen the public education system by increasing the budget allocation for primary and secondary education to enhance their quality and equitable accessibility.

And three, strengthen the efforts to improve the quality, availability, and equitable accessibility of public health services, particularly for disadvantaged groups, by increasing financial viability and ensuring investment in infrastructure and medical personnel, especially in rural and remote areas.

  1. We wish Panama a successful UPR review.

Thank you.
