Statement by India under Agenda Item 10, General Debate on Technical assistance and capacity-building at the 57th Session of the Human Rights Council, at the 60th Session of the Human Rights Council (08 September – 08 October 2025), delivered by Ms. Anupama Singh, First Secretary, Permanent Mission of India

Mr. President,

India reaffirms its support to OHCHR’s efforts for capacity building and technical assistance to promote and protect human rights.

As per the resolution founding the council, its institution-building package and the Vienna Declaration and Programme of Action — clearly underline that such technical assistance must be provided in consultation with and with the consent of Member States, and should align with their national objectives and priorities.

In this spirit, we urge that, to achieve tangible improvements on the ground, the Council and its mechanisms remain focused on empowering Member States — by developing institutions and capacities.

Mr. President,

It is equally important that technical cooperation efforts should prioritize the implementation of accepted UPR recommendations by constructive engagement between States and the OHCHR. It will foster mutual trust and sustainable progress on the ground.

We stress that this agenda item must retain its non-politicized, cooperative character. Any attempt to misuse it for purposes other than genuine capacity building undermines its credibility. The sovereign role of States in the protection and promotion of human rights must be respected and upheld.

Mr. President,

India remains a committed partner. Our consistent contributions to the UN Voluntary Trust Fund for Technical Cooperation and the UPR implementation fund reflects our enduring support for practical, collaborative human rights advancement.
