Mr. President,

We take note of the Report of the SR, with its focus on equal participation of persons with disabilities in political life.

  1. 2. As the world’s largest and one of the most pluralistic democracy, we recognize the invaluable role that persons with disabilities play in the nation’s development.
  1. 3. Election Commission of India has made significant strides to ensure accessible polling stations, Braille-enabled electronic voting machines, ramps, and voter education materials in accessible formats. In recent general elections, millions of polling booths were equipped with ramps and volunteers to assist voters with disabilities.

Mr. President,

  1. 4. Beyond electoral measures, India is also strengthening the broader ecosystem necessary for their equal participation in public life. Our Rights of Persons with Disabilities Act 2016 guarantees equality, non-discrimination, and accessibility, laying the foundation for full participation in political life, including the right to vote, stand for election, and hold public office.
  1. 5. The Act further mandates special measures for women and children with disabilities and provides 5% reservation in agricultural land, housing, and poverty alleviation schemes, with priority to women with benchmark disabilities.
  1. 6. India has also launched multiple collaborative, technology-driven initiatives to enhance accessibility, information access, skills, employment, and infrastructure, aimed at building a strong foundation for the long-term empowerment and inclusion of persons with disabilities.

  1. 7. We remain committed to build an inclusive, accessible and dignified society for all, where persons with disabilities can participate on an equal basis and contribute as leaders, decision‑makers and public representatives at all levels.
