Statement by India under Agenda Item 2, Enhanced ID on Afghanistan, at the 61st Session of the Human Rights Council (23 February – 31 March 26), Geneva, 26 February 2026

Mr. President,

We have taken note of the report presented by the OHCHR, oral update by the SR and the interventions by other stakeholders.

As its contiguous neighbour, civilizational partner and a long-standing stakeholder in its development, India closely monitors the developments in Afghanistan. We remain steadfast in our commitment to supporting the aspirations of the Afghan people, addressing their development needs, and contributing to Afghanistan’s economic recovery and long-term stability.

Our immediate priorities include providing humanitarian assistance to the Afghan people which include supply of food grains, medicines, vaccines, social support items, school stationery, disaster relief materials and pesticides. India’s commitment to Afghanistan’s reconstruction is underlined by more than 500 development partnership projects across all provinces.

As Afghanistan’s largest regional development partner, we also work constructively with UNWFP, UNODC and other UN agencies and appreciate their invaluable role.

We are unwavering in our commitment to promote and protect human rights globally, including those of women and girls, in-line with our vision of women-led development. Accordingly, India is offering online scholarships to more than 1,000 Afghan girl students; and also supporting women self-help groups in Afghanistan.

Mr. President,

Any effective post-conflict policy must pair incentives for constructive behaviour and disincentivise harmful actions. Afghanistan urgently needs a fresh, innovative and nuanced approach. The old playbook will only perpetuate the status quo.

India looks forward to working closely with all stakeholders in supporting Afghan society in their quest for peace, stability, development and prosperity.

Thank you.
