Statement by India in Annual high-level panel discussion on human rights mainstreaming

Theme: Role of new and emerging digital technologies in preventing and eliminating female genital mutilation

23 February 2026

Chair, Distinguished Panelists and Fellow Delegates,

India attaches great importance to this subject. Female genital mutilation (FGM) remains a grave concern globally, affecting countless girls despite the rapid advancement of digital technologies. The persistence of such practices is deeply troubling. FGM represents one of the most cruel violations of human rights and an affront to our shared humanity.

FGM is not a common practice in India, any such reported incidents are dealt with firmly under the country’s robust legal framework.

We note the General Assembly, and the Human Rights Council have called on the States to take measures to prevent FGM.

The advancement of digital technologies of today can serve as a powerful tool in addressing many social challenges, including FGM. Digital platforms, as repositories of knowledge, can equip girls with information about their rights and enable them to challenge harmful practices.

India’s own digital transformation has significantly expanded the internet which has become a core part of the network information in the country. According to 2025 statistics, internet usage among individuals aged 15–29 stands at 95.5% in rural areas and 97.6% in urban areas in India. Such widespread access not only enhances awareness of rights but also enables young people to share their perspectives and mobilize opinion against harmful practices.

We urge member States and UN bodies to intensify collective efforts so that every girl can enjoy her most fundamental human rights and live a life of dignity and freedom.

Thank you.
