Statement by India under Agenda Item 2: General debate on the oral update by the High Commissioner at the 60th Session of Human Rights Council (08 September-08 October 2025) delivered by Ambassador Arindam Bagchi, Permanent Representative of India,

Mr. President,

We are deeply concerned by the grave challenges confronting human rights globally. India stands ready to work with all partners. Terrorism remains a serious threat in this regard and must be countered decisively.

  1. Anchored in pluralism, inclusivity, and democracy, India believes human rights are best advanced through dialogue, consultation, and cooperation, supported by capacity building. Selectivity undermines trust, while genuine engagement fosters shared progress.
  2. India remains committed to safeguarding the rights and dignity of all our citizens. In this spirit, as the fastest-growing major economy, India leads in digital infrastructure and financial inclusion, processing over half the world's digital transactions while extending healthcare, housing, and financial access at unprecedented scale. Similarly, we continue to ensure equitable benefit sharing of our technological progress, be it in space, semiconductors, AI or clean energy.

Mr. President

  1. India has been, and will continue to be at the forefront of global action and discourse on promotion and protection of human rights. We are seeking re-election to the Human Rights Council for the term 2026-28 and look forward to the continued support of UN Member States to India’s candidature.
  2. We have noted some absurd comments by some of the delegations. We will exercise our Right of Reply separately.
