Statement by India under Agenda Item 3, Interactive Dialogue with the Special Rapporteur on the right of everyone to the enjoyment of the highest attainable standard of physical and mental health, at the 59thSession of the Human Rights Council (16 June – 9 July 2025), delivered by Ms. Anupama Singh, First Secretary, Permanent Mission of India Geneva, 19 June 2025

Mr. President,

  1. We thank the Special Rapporteur for highlighting the crucial role of health and care workers in realizing the right to health.
  1. India deeply values its healthcare workforce and has enacted progressive policies and legislations to support and protect them. The Epidemic Diseases (Amendment) Act, 2020 provides legal safeguards against violence, especially during health crises. The National Health Policy (2017) focuses on equitable deployment, training, and well-being of healthcare workers, including in underserved areas.
  1. India is also successfully leveraging its Digital Public Infrastructure. The Ayushman Bharat program strengthens frontline capacity through Health and Wellness Centres, while eSanjeevani enables remote consultations and eases workload. The Human Resources for Health portal supports workforce planning and real-time monitoring.
  1. Recognizing mental health as essential, India launched psychosocial support services during COVID-19 to combat burnout. Over 1 million ASHA workers, globally acclaimed for advancing community health, highlight our commitment to gender equity in health systems.
  1. Social protection measures, including insurance under the Pradhan Mantri Garib Kalyan Yojana, further demonstrate our support for frontline workers.

Mr. President,

  1. India remains committed to global cooperation and knowledge-sharing to ensure health workers are protected, empowered, and sustained.

I thank you.
