Statement by India during the Annual discussion on the integration of a gender perspective throughout the work of the Human Rights Council, at the 60th Session of the Human Rights Council, (08 September – 08 October 2025)

Mr. President,

India’s unwavering commitment to integrating a gender perspective reflects the foundational belief that true progress is only possible when women, girls, and people of diverse gender identities are empowered, respected, and enabled to realize their full potential. This Council’s call for gender-transformative approaches resonates deeply with India’s values, where dignity and equality are recognized as fundamental rights.

India has progressed through legal guarantees of equality enshrined in the Constitution and by implementing innovative initiatives in maternal and reproductive health, education, and economic inclusion. True development, as India understands it, flourishes only when women are empowered at every level.

In the fiscal year 2025-26, the Government of India allocated a historic $54 billion USD for women’s welfare, comprising nearly 9% of the country’s total Union Budget. This unprecedented investment supports key initiatives in education, health, economic inclusion, social protection, and leadership opportunities for women.

Flagship programmes in areas such as education, social security and economic empowerment underscore India’s determination to dismantle deep-rooted inequalities and uplift marginalized communities.

India calls for a future where every woman’s voice is heard, justice is truly inclusive, and gender perspectives drive transformative change for all.
