Thank you, Mr. President,

India regards the Universal Periodic Review (UPR) as the Human Rights Council’s most vital tool for promoting and safeguarding human rights worldwide. Its peer-led approach has yielded concrete results, enhancing national systems, strengthening institutions, and encouraging meaningful cooperation through shared best practices. The UPR’s strength lies in its inclusive participation and its respect for each nation’s unique social, political, and economic realities. We firmly support maintaining its current framework and procedures.

  1. The UPR must remain a state-led, impartial, and non-politicized process. Reviews should reflect a balanced view of all human rights dimensions. Implementation hurdles often arise not from lack of will, but from limited resources and capacity. In such cases, targeted technical support, provided with the consent of the concerned state, can be transformative. India has consistently supported and will continue contributing to the Voluntary Fund for Financial and Technical Assistance supporting UPR implementation.
  1. We urge greater emphasis on recommendations accepted by states, ensuring the UPR remains a practical and impactful mechanism for advancing human rights globally.
