Statement by India under Agenda Item 3: Interactive Dialogue with Independent Expert on Older Persons during the 60th Session of the Human Rights Council, Geneva delivered by Mr. Mohammed Hussain K.S., Counsellor & Legal Adviser, Permanent Mission of India to the United Nations Geneva on 17 September 2025

Mr. President,

1. We take note of the Independent Expert’s report.

2. India is currently home to over 135 million older persons, a figure projected to reach nearly 300 million—or 20% of our population—by 2050. In anticipation, we have put in place comprehensive measures such as the National Action Plan for the Welfare of Senior Citizens (2020), the National Policy on Older Persons, the National Old Age Pension Scheme, and the National Programme for Health Care of the Elderly, including geriatric units and special clinics.

3. The Maintenance and Welfare of Parents and Senior Citizens Act of 2007 mandate the care and maintenance of parents by their children, with a dedicated tribunal to address abuse cases further protects the rights of elderly persons, ensuring maintenance and shielding them from neglect.

4. The Government of India has also launched Elder Line, a toll-free helpline offering free legal guidance, emotional support, and intervention in cases of abuse and homelessness. The Quality of Life for Elderly Index measures well-being across States and Union Territories to strengthen targeted action.

5. India remains committed to ensuring that its elderly population leads empowered, dignified, and self-reliant lives, supported by strong social and inter-generational bonds.
