Statement by India under Agenda Item 3, ID with Special Rapporteur on Water and Sanitation, at the 60th Session of the Human Rights Council

Mr. President,

We have taken note of the report presented by the Special Rapporteur, especially his views on energy-water nexus. 

Today, we stand proud of India’s transformation. Under our Jal Jeevan Mission, 156 million rural households enjoy piped drinking water—up from just 34 million in 2019. Not just that, India’s commitment extends to renewable solutions with over 75,000 solar water pumps energizing farms, ensuring reliable irrigation and clean water in thousands of villages. 

Through the Swachh Bharat Mission, we have safeguarded the dignity and health of 800 million citizens. Village Water and Sanitation Committees—comprising women and marginalized groups—drive local decisions, embodying the participatory governance. 

Mr. President,

Over the past few years, India has undertaken bold and innovative steps to reverse the decline of groundwater tables. Through flagship programs like the Jal Shakti Abhiyan and the Atal Bhujal Yojana, we have launched one of the world’s largest groundwater recharge and management initiatives. These efforts are rooted in scientific data, powered by satellite mapping and hydrological modelling, and most importantly, driven by community participation at the grassroots level. Millions of citizens across thousands of water-stressed blocks have come together to revive traditional water bodies, build rainwater harvesting structures, and implement sustainable agricultural practices. 

Mr. President, 

India stands ready to work with the global community in advancing the goals of SDG 6 – clean water and sanitation for all – and ensuring that access to water becomes a bridge to cooperation.
