Statement by India under Agenda Item 3: Interactive dialogue with the SR on the promotion of truth, justice, reparation and guarantees of non-recurrence during 60th Session of the Human Rights Council, Geneva, 10 September, 2025, delivered by Ms. Anupama Singh, First Secretary, Permanent Mission of India, Geneva

 

Mr. President,


1. We take note of the report presented by the Special Rapporteur.

2. India’s commitment to the promotion and protection of human rights is firmly anchored in our strong democratic credentials and supported by robust constitutional and institutional frameworks. An independent judiciary, a free and vibrant media, and an active civil society continue to play a vital role in monitoring and ensuring India’s full compliance with its human rights obligations and commitments.

3. In further strengthening our criminal justice system, India has undertaken historic reforms through the enactment of the legislations effective from 1 July 2024, that have replaced the British-era laws. This comprehensive modernization reflects India’s determination to deliver justice in a responsive, transparent, and equitable manner. The new framework seeks to guarantee access to justice and fair compensation for victims, while ensuring that the rule of law applies equally to all citizens, without exception.

4. India also upholds its obligations under international humanitarian law through the Geneva Conventions Act, 1960, which incorporates core IHL principles into domestic law and provides for punishment of grave breaches of the Geneva Conventions.

5. Through inclusive policies, collective efforts, and the active participation of all stakeholders, India continues to make significant strides towards ensuring a life of equality, dignity, and justice for every individual.
